Having shed the tribal authoritarian political structure still inherent to their sister province, Rhian, over twenty years ago, the following two decades resulted in a steady increase of wealth, security, and prosperity as Sutan slowly shifted their trade away from Rhian toward a globalized Empire. However, while trade opportunities abounded, the inherent culture of Sutan still more reflected its insular neighbor than the egalitarianism adopted by much of the rest of the Empire.
The following three years after "The Delegations Act" of 1165 saw an explosion of underground Houses establishing themselves, a large portion of which had been delegated to men. Even after the establishment fees were raised back to standard, Houses continued to be established at an unprecedented rate, only tapering back to a 'sane' level near the mid 1170's.
The Sutan of 1188 felt nothing like the Sutan of the 1140's and a growing number of the population was beginning to wonder if they'd traded their soul for money. The engine of prosperity was an unstoppable juggernaught that lifted a select few to incredible heights while grinding the rest of society beneath its inextricable gears. "Wealth funnels up" became a popular saying among the lower and middle classes, an expression of discontent against those benefitting from an economy that seemed ever more intent on grinding the life out of its people.
